Editor Dispatch—Dear Sir: Can you tell me who are the sureties of the Surveyor of the Port of New York? I am told that Hugh Smith and Abraham T. Hatfield, two prominent and decided Democratic politicians, are the bondsmen of Rufus F. Andrews. If this is true, it will furnish a key to the inside workings of the Surveyor's office. That Peter B. Sweeney, another active Tammanyite, has more influence with Andrews than any man in the party to which the Surveyor professes to belong, I know of my own personal knowledge.
