April 3.

THE STATE OF PARIS.

Isabeau—"I am come from the Committee of General Safety, to give you an account of the execution of your decree of yesterday. The Committee wish to present a very detailed Report, but it is not yet finished, on account of there being 3000 documents to be examined relative to the events of that day.

"It will be pointed out to you who are the authors of the opposition to the execution of the law. The citizen Prevot, commander of a squadron on the 14th July, was very near being killed. Raffet, the temporary commandant, received a pistol ball in his body. It penetrated his coat, waistcoat, shirt, and buried itself in his flesh. Yet he remained on horseback for six hours afterwards without having the wound dressed or the ball extracted.—(Loud applause.)

His assassin is taken up.

"After having committed this crime the assassin ran to an armed force, which he thought belonged to his party, crying out, 'I have killed Raffet, here is the pistol which did the business.' He was deceived, it was a party belonging to the section of Lepelletier, which immediately arrested him. He has confessed the crime; his trial will be short.

The convulsion which took place in the evening was excited by absurd reports. The carriages were unharnessed, the horses killed, and the persons in the carriages carried with a kind of triumph to the Committee of General Safety. Measures have been adopted in secret, and the arrested persons are where they ought to be.

The true National Guard shewed themselves firm and obedient to the decrees of the Convention. Gen. Pichegru was twice surrounded by the disaffected, and behaved with all that coolness which distinguishes his courage.—

The disaffected occupied a position in the centre of the Elysian Fields. They there kept up a fire of musquetry, which killed only some horses.—They also fired two pieces of cannon which did no harm.—(Applauses.)

Boissy d'Anglas observed, that the Committee of Public Safety had not Members enough to transact the multiplicity of business which engaged their attention day and night. He moved, that the number of Members be increased to sixteen.—Decreed.

Anguis read an Address from the Lyonnaise, who declared themselves ready to fly to Paris, to defend the National Convention, if the troops at Paris should be found insufficient to guard the sacred Assembly. This Address had twenty pages of signatures. After an eulogium on the inhabitants of Lyons, from Borel and Merlin of Thionville, the Convention decreed, that the Address should be printed and sent to all the Departments.

Bourdon de l'Oise—"Nothing new remains to be done but to put the Finances in order. There is one man, Cambon, who certainly possesses much probity, but who has, nevertheless, lost the public confidence. I think he ought no longer to remain in the Committee of Finance. He will feel himself the necessity of giving in his resignation."—(Loud Applauses)

Cambon.—"I know how to sacrifice every thing, even my life. I was appointed to the Committee of Finance. I have still a month to remain in it. I do not know what it is to quit my post. I shall give an account of my actions, and I shall wait for reward or punishment. I must submit to the decision of the majority. I have never been of the opinions of the day. I always waited to see the result of those opinions. My fortune is known. I have been a merchant for five years.—Thirty three years I have laboured to maintain my family."

Bourdon de l'Oise.—"Cambon may have the best intentions, but the public opinion is wholly against him. My colleague must either have the generosity to give in his resignation, or you must decree as a measure of policy that he shall no more sit at the deliberations of the Committee of Finance."

Cambon.—"The majority may condemn me—I will await their decision."

The Convention decreed that Cambon should no longer be one of the Committee of Finance.—(Loud applause.)

Penieres moved, that in future no more than 20 persons of a deputation, should be admitted to the bar, in order that the Convention might not be insulted with disaffected persons.

Merlin of Douai observed, that the motion was unnecessary, as there existed a law on the subject. It was then moved, that the law should be again promulgated.—Referred to the Committees.

NATIONAL CONVENTION.

15 Germinal—April 4.

General Pichegru appeared at the bar. He returned the convention thanks for the marks of confidence with which he had been honored. He praised the activity and zeal of the Parisian national guard, and expressed his joy at having assisted in the re-establishment of order. He promised to inform the army of the measures adopted to destroy a tyrannic faction.

He promised to tell the defenders of the country that they had no longer to fear that executioners would shed on the scaffold the blood of their relatives and friends, at the very time they were shedding their own blood on the frontiers. "The Convention" concluded General Pichegru, "wishes only, for liberty and justice; the people will support the convention, and the armies will make France triumphant."

Andre Dumont moved, that the President should give General Pichegru the fraternal embrace. (Decreed.) The General received the embrace amid universal acclamations. Andre Dumont entreated the Convention not to lose that energy which they had shewn on the 12th of Germinal, and to consolidate the Republic by destroying the remnant of tyranny. "You see," he exclaimed, "those who preached rebellion in this hall, and who wished to excite you to massacre. Thuriot is not the only one of these persons. The committee will to-day present you a report. We do not thirst for their blood. We wish only to make it impossible for them to do any further injury. Preserve, as Pichegru says, that imposing attitude, which has annihilated your enemies."

Gen. Pichegru's speech was ordered to be printed.

Prieur, of Le Marne, at whom Dumont had glanced, entered upon his defence. The Convention passed to the order of the day.

Penieres said, that Robespierre favored twenty members with his confidence; thirteen were already punished; it was necessary, however, to punish the remainder.

Clauzel considered the motion as dangerous, and likely to serve the cause of the Royalists and terrorists. The order of the day was passed.

Bailleul moved, that Gen. Pichegru should remain at Paris until the committee of general safety had presented their report.

Delecloy observed, that the convention might rely upon the zeal and courage of the Parisian guard.

The Convention proceeded to the election of members of the committee of public safety, in the room of Dubois Crance, Boissy d'Anglas and Andre Dumont, who went out by rotation.
