Some of these vessels are Indiamen which put in there in distress last march; others that sailed from Boston and other ports in the United States in consequence of contracts made with merchants under a guarantee of security from that government.
Whether this outrageous conduct is consistent with the law of Nations, may be more accurately determined, when we shall have heard the circumstances fully stated. It certainly however, claims the attention of government; and it might be proper to enquire how far this detention is consistent with the existing Treaty between the two countries. It is however clearly stipulated that our vessels shall have free ingress and egress to all their ports to procure provisions, &c.
The Batavian men of war, which for some time past have been lying in Hampton Roads, sailed for Holland the 28th ult.
Several Communications from the country are received—they are in reserve for the first vacancy.
