On Friday arrived the Sloop Friend, Capt. John Malcom, in 16 Days from Quebec -- By whom we hear that a considerable Quantity of Snow had already Fallen there, & the Winter seem'd to be set in earlier than usual; but the People were generally healthy, and extremely happy under the Civil Government lately established there, which was so judiciously regulated as to give general Satisfaction and Advantage, both to the English and French; and the Appointment and Conduct of all the Officers in the Administration, especially of his Excellency the Governor, met with the highest Approbation from all Ranks, of People.

The following Vessels were arrived there. Viz.

A Ship Capt. Moore, another Ship, and a Snow from England. A Sloop Capt. Reeves from Carolina. A double deck'd Sloop belonging to Capt. Forbes of New York.

A Sloop fitted out at New York, belonging to Massachusetts, and a Sloop from Philadelphia -- All which Vessels was in sail again with great Dispatch.
