Strong excitement prevailed throughout all classes of society, and so great was the discontent, that even a conspiracy had been formed against the constituted authorities, which however had been detected.
Some of the ringleaders were immediately executed, others had been detained in custody, for a more regular trial. That they will all be put to death, there can be no doubt; for although Hayti has a written constitution, yet its framers were so completely ignorant of the securities which were necessary to ensure good government, that all power is either directly or indirectly lodged in the President. The Judicial Department, particularly, is most wretchedly defective; the Judges are not only appointed by the Executive, but they hold their offices during pleasure. The conviction of an obnoxious individual, is therefore certain and inevitable.
