The many efforts to cast blame upon the administration for its energies upon the alarming reports respecting Col. Burr, have obliged a scrutiny, which might otherwise have never been attempted. Letters are produced which imply that citizens of the United States intended to employ Mr. Burr as the instrument of their designs against the administration of the United States. Whether Col. Burr was engaged in such designs is another thing, but the disposition of a writer may be expressed, whatever may be his success. If such were the ripened projects of some men in the union, it can easily be conceived why much rancour should be employed against Gen. Wilkinson, who frustrated all such designs, and that they should convert measures of supposed necessity into an intended violation of the rights of the citizens. And upon such belief it will be easy to see that they who reprobated Col. Burr upon a point of honour, should defend him very zealously against a charge of breach of faith.
