Norfolk Sept. 23.

FROM EUROPE.

The fine fast sailing ship Friends, Capt. John Hopkins, arrived in Hampton Roads on Saturday from London, whence she sailed the 13th August, though her passage from land to land was only 30 days. Capt. Hopkins and G. Loyal, Esq. of this place, who came passenger in the Friends, have politely favored the Editors of the Herald with files of London papers to the 13th of August, containing Paris dates to the 9th, (nine days later than those before received) but papers more completely barren of what may be called news, never crossed the Atlantic. A few extracts follow.—The embarrassments of trade and the distresses of the laboring population in England, continued without any hope of amelioration.—A letter from Coseley, in Staffordshire, states that an actual examination from house to house, had taken place in many districts of that country, in order to ascertain fully and correctly the extent of distress. In one district alone there were found—166 Families whose resources are all cut off, comprehending 822 individuals: 74 Families who earn 1s. per head per week, comprehending 482 individuals: 130 Families who earn 2s per head per week, comprehending 820 individuals. In another there were 524 families without the means of livelihood, comprehending 2,576 individuals, full one half of the population.

"To the cases already transmitted to you (adds the letter) of extreme distress, I would add that of a family near me, which has been out of employment for three months, consisting of a man and his wife and six children; they have parted with their furniture, & with all their clothing, except a few miserable rags that hardly cover them, and last week, as the last resource, the wife sold her wedding ring."

-The most wealthy classes were actively and zealously engaged in collecting a fund for the immediate relief of those distressed objects, hundreds of whom but for these humane exertions, would have perished by hunger.
