The Russian and German Imperial Courts seem to be binding the cord of their alliance very close; and if we can form any right judgment of it, it is an alliance offensive and defensive, to enter into all one another's quarrels, views and designs, and in all wars offensive and defensive, to make a common cause of it; which ever is principally and primarily engaged, the other shall engage likewise tolis viribus. This is a very formidable alliance, and may fall heavy somewhere, it is not much expected. But chiefly and immediately it appears to be pointed at the Ottoman Empire. If that is not the present object, we have no doubt of its being pointed at some other devoted European Potentate or Potentates.
