The brig Cynthia, Captain Mead, from Madeira, arrived here the 17th instant, in which Captain William Henry, of this city, came passenger, who informs, that the day previous to their sailing, which was on the 30th of October, a Portuguese brig arrived there, who had spoke an Algerine frigate, 40 leagues to the windward of Madeira, standing to the northwest of this island--On the day they sailed, they saw a vessel from the shore, which, from her singular manoeuvres, was supposed by Mr. Pinchard, the American consul, and by every other person there, to be another Algerine frigate.
Many of our seamen go on board the men of war, in consequence of the Algerines. If the American vessels do get home, it will be with great difficulty.
