President Kennedy responded to the Soviet diplomatic offensive by offering to negotiate but stressing the West's intention to fight for Berlin if necessary. He called for the biggest U. S. troop buildup since the Korean War, including the right to hold military men in service.

The latest Soviet statement accused Kennedy of making threats and reinforcing them with an arms buildup by the United States and its North Atlantic Allies and presenting "something like an ultimatum, demanding essentially that we withdraw in general the question of the conclusion of a peace treaty with Germany."
