BENNINGTON. (Vermont) July 12.

The convention for establishing the constitution of this State, for the ensuing septenary, met at Windsor, agreeable to appointment, on Wednesday the third inst. After thoroughly discussing the amendments proposed by the council of censors, they proceeded on Monday last to take the decisive question upon the article respecting a senate, which was negatived by a majority of 20. The particular alterations agreed on, we are not able to communicate at present, further than that every town containing eighty taxable inhabitants, is entitled to the privilege of sending two representatives, and each smaller town one, which mode, if generally adopted, will make the house consist of nearly two hundred members.
