READ AND PONDER.
Olympia, Oct. 27.-The effect that the change from the 10-10 to the 20-10 plan for raising common school funds, that is, $20 per census child from the state and 10 from the county had on the common school tax levies in Okanogan county, is shown in compilations recently made by the division of municipal corporations of the state auditor's office.
In 1919, the last year of the 10-10 apportionment the total state, county and district levy for common schools in Okanogan county was $246,620.39.
In 1921, the second year under the 20-10 apportionment, the total was $330,930.41, an increase of $84,310.02.
In 1919 the district levies of the county were $178,331.96, and despite the fact that it was claimed the $10 per child increase on the part of the state would lower the district levies for the county, they had increased in 1921 to $205,750.71.
The county common school levy in 1919 was $47,754.15, in 1921 it was $59,580.72, while the state levy by reason of the adoption of the 20-10 had increased from $20,534.28, in 1919 to $65,598.98 in 1921.
These figures were presented at a recent meeting of the administrative board and were so conclusive that the board adopted a resolution opposing the 30-10 plan. The 30-10 will be submitted to the people at the November election as Initiative No. 46. It was the conclusion of the board that since the 30-10 is but an enlargement of the 20-10, an increase of $4,000,000 for common school purposes was threatened by its passage. The total school tax levy for common schools in 1919 was $18,998,709.92, in 1921 the total was $26,330,936.09, an increase of $7,342,225.17.
