The reports of the day are, that government have at length determined on war, and the preparations making in all quarters, tend to confirm them.

Lord Hood, it is confidently said, is to have the command of thirty sail of the line, besides frigates, which are manning as fast as possible for immediate service, and Admiral Sir Richard King, and Admiral Hotham have both been appointed to commands. The enterprize tender, which was employed in the river during the late armaments is ordered into commission, and to come again up to the tower for the reception of volunteers; and it is confidently asserted that all the revenue cutters are to put themselves under the command the Admirals at the different ports.

Mr. Pitt's information also to the house yesterday, 'That he thought it his duty to inform them, that on Monday next he might possibly deliver a message from his Majesty on the present state of affairs in Europe,' bears in general an hostile construction, and strengthen the long prevailing opinion, that this country would ultimately take an active part against Russia, unless she would listen to an accommodation with the Turks.

Added to other warlike preparations which we have from time to time noticed in our paper, yesterday two regulating officers (Captains Harwood & Vandeput) attended the board of admiralty, and it is said received orders to hold themselves in readiness for the issuing of press warrants, which measure it is hourly expected will take place.

It is reported that the following ships are immediately to be put into commission, viz.
The Duke, St. George, Formidable, and Cambridge 98 guns.--The Berwick, Canada, Excellent, Illustrious, and Elephant, 74.--Dictator, 64.--Fire ships, the Pluto, Vulcan, Spitfire and Thalia.

Several articles of merchandize, whose value fluctuate from the prospect of peace and war, have advanced in price --hemp in particular has advanced from four to five pounds per ton.

Different naval officers in town have received orders to hold themselves in readiness for service.
