THE INTERSTATE COMMISSION.

W. H. Heard (colored), of Charleston, S. C., who complained to the Interstate Commerce Commission of discrimination against him on account of color, by the Georgia Railroad, has reduced his complaint to the form of an affidavit, which document has been received by the commission. It sets forth that complainant, having purchased a first-class ticket from Cincinnati to Charleston, was, when in company with Dr. Wesley J. Gaines and Mrs. Josie Gansagger, compelled by the employees of the Georgia Railroad Company at Atlanta to enter "what is known on said Georgia railroad as the 'Jim Crow' car." This car, he avers, was inferior to the first-class cars; was dirty, and one-half of it was a smoking car. He asks that the said Georgia railroad be compelled to furnish equal accommodation to persons holding first-class tickets, "irrespective of race or color, according to the act of Congress in such cases made and provided."
