EXECUTIVE BUDGET

Gov. Porter, in his message, endorses the recommendations of Comptroller Burch in regard to appropriation of public money by the Legislature. The Executive Department ought to send in its budget showing the necessities for appropriations. This is a practicable and sensible suggestion. The slipshod way in which the expenditures of public money has been made heretofore is a disgrace upon our statesmanship. At the meeting of the General Assembly, the Executive Department ought to submit to it the purpose for which appropriations ought to be made. If proper and reasonable, such appropriations should be made and their disbursements should be particularly and specifically ordered. Then there will be system in our State affairs; then the people will see readily and clearly what their money goes for. Let us have an Executive Budget.
