Norfolk, May 29.

Extract of a letter from a gentleman in Baltimore to his friend in this place, dated May 25, 1811.

"Mr. Patterson has just received a letter from his son, who lives with Mr. Russel Charge des Affaires at Paris, dated in March, stating, that Bonaparte had offered to restore all the property sequestered antecedent to the 1st November, upon condition that America would declare War against England, and burn all British Goods, but that there were no hopes that property taken since, would be restored."
