The complete report reached Horton's office Tuesday forenoon and occupied counsel during the day.
Additional details, beyond the conclusion, were unavailable until later. The conclusion read in whole:
"I therefore, notwithstanding the various contingencies I have mentioned, recommend, insofar as non-legal matters are concerned, and insofar as my province lies, that the plan be accepted, with faith in the ability of the district management to carry it out, and hopes for a sound economic future to make it possible."
Wangenheim was named by Federal Judge Ralph Jenney as special master and special advisor to the court at the conclusion of a three-day hearing in San Diego last July. At that time Judge Jenney took under consideration the district's application for court approval of refunding. It is still under consideration.
Wangenheim was ordered to investigate economic feasibility.
His conclusion was reported to irrigation district directors Tuesday by Horton. No action was necessary.
