TALLAHASSEE, Dec. 15.—Attorney General J. Tom Watson called it "absurd" for the secretary of the state board of beauty culture to attempt to prohibit women from doing their own shampooing and manicuring at home.
He declared that the state board of beauty culture does not have the legal right to threaten women with fines or prison terms for giving friends or members of the family a shampoo, finger wave or manicure.
He quoted a statement from the executive director of the beauty culture board on that subject.
Furthermore, he added, the beauty culture board in the performance of its administrative duties under the law has no authority to act as the legal interpreter of that law.
The beauty culture board has employed private attorneys to handle their legal work.
