Berlin, Jan. 16.—According to mail advices from Warsaw, Governor-General Gourko, at the reception given last Friday to civil and military officials, said: "I trust this year may resume, as in previous years, advancing with the work of perfecting our armaments in order to bring happiness to the emperor and increased glory to the fatherland." The governor-general's language is variously interpreted, but by most critics a peaceful import is attached to it.
The Czar's reply to Prince Dolgorukoff, governor of Moscow, in response to New Year congratulations of the city of Moscow, expresses the firm hope that the year will be attended with peace and prosperity.
