RICHMOND, Va. - (INS) - Officials indicated Tuesday there will be no change in Virginia's segregated public school system despite a U. S. Supreme Court move to begin integration.
PLACEMENT BOARD
He contends now any Negro children seeking admission must be referred to the state's pupil placement board, set up to prevent student transfers for the purpose of race-mixing.
The Supreme Court Monday unanimously rejected the state's appeal of a lower court decision ordering desegregation of Arlington Elementary school by Jan. 31 and high schools by September. Charlottesville was directed to desegregate as of last September, but the orders have remained inactive pending the appeal
WILL WAIT
Oliver W. Hill, Richmond Negro attorney. Said neither the National Association for the Advancement of Colored People nor the children's parents would try to force segregation before the end of the current school year, but added:
"We will expect something to be done by next September."
Hill said he expected the rulings to be complied with, and would give no indication of his course of action should segregation continue.
CONTEMPT OF COURT
Court officials said failure to obey the desegregation orders may result in a citation for contempt of court.
Almond said, however, that the state placement board act. which makes it illegal for Negroes to transfer to white schools, "is presumptively still valid. until and unless it is finally overturned by a court from which there is no appeal."
