London, Feb. 3. On Tuesday, both Houses of Parliament met at Westminster, pursuant to their last Prorogation, and by Virtue of a Commission under the Great Seal, sign'd by his Majesty, directed to the Lord Chancellor, the Earl of Wilmington, President of the Council, and others; and the said Commissioners being seated on a Form on the lower Step of the Throne in their Robes, being cover'd, and the rest of the Lords present in their Robes, the Commons were sent for by Sir Charles Dalton, Gentleman Usher of the Black Rod; and being come to the Bar with their Speaker, his Majesty's Commission was read; after which the Lord Chancellor, by Virtue of the said Commission, read his Majesty's Speech, (which we printed in our last) and the Commons being return'd, they proceeded on Business.

The same Day the Right Hon. the Lord Carterlough, in the Kingdom of Ireland, took his Seat and the Oaths in the House of Peers, in the Room of his Brother, deceased, as Earl of Westmorland.

As did also the Earl of Broadalbine, as one of the Sixteen Peers, to represent the Peerage of Scotland in Parliament, in the Room of the Earl of Balcarres, deceased.

Likewise the Right Rev. Dr. Maddox, as Bishop of St. Asaph, in the Room of Dr. Tanner, deceased.

As also the Earl of Darnley, in the Kingdom of Ireland, as Baron of Clifton, in Right of his Mother, Daughter of the late Earl of Clarendon.
