was calculated to leave that impression, but there are still strong reasons for believing that settlement will come without war. While the Uitlanders have grievances, and they are certainly not fairly treated, they are aliens who voluntarily went into the country, and have been permitted to enjoy the advantage of discovery. While it is reasonable that they should demand of the Boer government a share in representation since they have created so much of the revenue raised by taxation, refusal would scarcely justify war on the part of another power. The real danger in the situation is that the natives are likely to secure arms under cover of supplying the Boers. Neither the South African republic nor the Orange Free State would countenance such a menace to themselves as well as to all other whites; unscrupulous traders would take advantage of the opportunity. This danger the whole population fears. In the previous Kaffir war, not only traders, but mock missionaries, were shot for smuggling guns to the natives to be used against men of the same nationality as the mercenary traitors.
The presence of such a largely increased military force in South Africa is due fully as much to the necessity for being prepared against a native uprising as to the need of being prepared to fight the Boers.
