The Board of Regents at its regular monthly meeting held on May 11, 1949, authorized the appointment of a committee to select a director to undertake a complete survey of all units of the System.
Chairman Hughes Spalding appointed General Sandy Beaver as chairman of newly created committee, and Dr. George D. Strayer has been chosen to make the survey. Dr. Strayer, professor emeritus of Columbia University, was Director of the Columbia University Division of Field Studies from 1921 to 1942. He is the author of numerous books on mathematics and on finance and administration of higher education. He now heads an organization of educational analysts and financial consultants who have within the last several years completed and published exhaustive reports of studies of higher education for the States of California, Washington, and West Virginia. The report on California, (most recent completed) was adopted in full as state-wide policy.
Chancellor Caldwell said, "The task of Dr. Strayer and his associates will be to survey the entire University System and make recommendations to the Board of Regents on what must be done to provide our students with a model higher educational program at a minimum cost."
General Sandy Beaver, Chairman of the Survey Committee of the Board of Regents, said, "This is the most important undertaking the Regents have authorized in many years and if completed in the manner envisioned will contribute more to higher education than anything that has been done in Georgia since 1932."
Dr. Strayer will begin work on the survey August 25, 1949. It will probably be completed before January 1, 1950.
