BOSTON. August 12.

From a careful perusal of the Belfast "Northern Star," one of the best papers in Europe, we have formed the opinion, that the Emperor of Germany, notwithstanding his acceptance of the English loan will ere long make peace with France. The States of the Empire, have again been convened on the subject; and Prussia is in earnest in the Peace it has made: These with the surrender of the important city of Luxembourg, must certainly induce him to close a war, which has cost him all his revenues, and 170,000 active subjects. England and Russia, are however, unwearied in their exertions to prevent it; and have entered into mutual alliances to second those exertions. To these it is said. The Emperor has acceded; and is now the ally of Russia. From the south, we hear rumours of a Peace with Spain: but there cannot be reliance placed on them. In France, plenty begins to take place of the late distressing scarcity; the harvests promise abundance. The people are quiet. The Convention are busily employed in organizing a new Constitution; which from what we have read, we anticipate will be as nearly similar to the Constitution of the United States, as the genius of the people, and the extent of the Republic will admit, while the armies are paving the way for an advantageous peace. The Toulon insurrection is no more; but we do not learn, that the French fleet is at sea, in the Mediterranean. Ireland is as tranquil as a nation so much oppressed can be. A Dutch navy was on the point of departure for sea, in June; among the commanders we do not see Capt. Barney, as was reported.
