PITTSBURGH. May 12

A law for raising an additional regiment of artillerists and engineers to serve for five years unless sooner discharged, has been passed by congress.

— Also, a law establishing an executive department, to be denominated the department of the navy, of which George Cabot, esq. of Massachusetts, is appointed secretary -- and a law, to provide an additional armament for the further protection of the trade of the United States. and for other purposes.

By this law, the president is authorized and empowered, to cause to be built purchased or hired a number of vessels, not exceeding twelve, nor carrying more than 22 guns each to be armed, fitted out and manned under his direction.
