DEMOCRATIC SPLIT ON THE KANSAS QUESTION

WALKER TO BE REMOVED.

Washington, Monday, Nov. 30, 1857.

Governor Walker will visit New-York in a day or two on private business. It is certain that he is fully sustained in his opposition to the Lecompton Constitution by the California Senators, Gwin and Broderick, notwithstanding the denial of the fact by the Administration papers of to-day. He also receives every day numerous assurances of support from influential conservative gentlemen at the South.

There is no prospect whatever of an agreement between him and the Administration. Denunciation and threats are very freely used to compel him to recede, but without effect. He avows it as his deliberate conviction, from personal observation of the people of Kansas, that if the Democratic party attempts to force the Lecompton Constitution upon them, a furious civil war will be inevitable.

Washington, Monday, Nov. 30, 1857.

To-day the relations between the President and Gov. Walker have assumed a new aspect, and, while friendly professions are still interchanged, it is understood that either the resignation or the removal of Walker will take place before the meeting of Congress. The former alternative is now not probable, but the other may be precipitated by the action of the Cabinet to-morrow.

The President justifies his course in sustaining the Convention upon the ground that its legality had been recognized by Congress and himself, and that therefore he is bound to accept its recent action as valid, although he would have preferred that the whole Constitution should have been submitted to the people.

The Constitution and schedule, which recently appeared in The Union, were transmitted here by Gen. Calhoun as literal transcripts, but authenticated copies are daily expected, which will be communicated to Congress with the President's Message.

Sir William Gore Ouseley has no mission to our Government which is known here, but is accredited as Minister to Central America, with the superadded rank of Queen's Commissioner, which enhances his official dignity and enlarges his sphere of action.

He does not supersede or interfere with Lord Napier in any negotiation.

It is understood that Senators Bigler, Bright, Fitch, Thompson and Wright, and perhaps Pugh, as well as those members of the House who follow their lead, will sustain the Kansas policy of the Administration. It is believed, too, in court circles, that Senator Douglas will recede from the position assumed by his organs.
