From Congress—On the 25th Oct. the Senate passed the bill authorising the president to take and maintain possession of Louisiana, to employ any part of the army and navy, and of the 80,000 militia, authorized by the act passed in March last.

In the House, on the 26th, the committee of ways and means reported a bill for carrying into effect the Louisiana convention—It provides for the constitution of stock, to be delivered to the French agents, after Louisiana shall have been taken possession of by the United States. The bill was read twice.

The Louisiana temporary government bill came from the Senate, was read twice, and committed.

On the 27th a select committee was appointed to report on permanent arrangements for the government of Louisiana.
