Since the passage of the Bank Bill Congress have transacted no important business. The Senate have been principally occupied in the discussion of the bill to prohibit intercourse with the enemy; but no question on it has been taken.
In the House, more petitions for the establishment of a uniform system of Bankruptcy, have been presented.
A bill has been reported by the Committee of Ways and Means, for laying a direct tax on the District of Columbia. Also a bill for laying a duty on Lotteries.
A bill has been reported, making provision for the subsistence of the army by authorizing the appointment of Commissaries of subsistence.
A bill authorizing the purchase of certain lands in Plattsburg has been passed and sent to the Senate.
Mr. Crowninshield, Secretary of the Navy, has transmitted the annual report on the Navy Pension Fund.
A bill to amend the law respecting Retailers' Licences has passed.
The proposition to amend the Constitution, so as to give Congress power to establish a National Bank has been postponed indefinitely.
Mr. Jackson's bill to amend the militia law has been postponed indefinitely—of course rejected.
The bill to enable the President to build Floating Batteries has been twice read.
Mr. Taylor has made a motion as to the expediency of amending the military law relative to Corporal punishment—and imposing a duty on Silver Plate and Jewelry manufactured for sale, in the hands of the manufacturer. Mr. T. also proposed the adoption of a law to regulate the collection and remission of military fines imposed by militia courts martial, which were agreed to.
The bill from the Senate, relative to the purchase of Mr. Jefferson's library, has passed—81 to 71. On this bill there was much amusing debate, and various unsuccessful motions made.
