The Constitution frigate proceeds immediately after the adjournment of Congress to France, to await Mr. Livingston's orders. Should the appropriation be made Commodore Elliott will proceed to take command of the Mediterranean Squadron—should it be rejected, Mr. Livingston will return in her, and our fleet be ordered to cruise in the open Seas—in single ships.
