PORTS MOUTH, Dec. 23.

It may truly be observed of rulers and law-makers, that it is a duty incumbent on them, not only to study the interests, the laws, the religious institutions, and in general the characters of particular nations; but also to attend to the great principles which govern all mankind. It is not by arms alone that a nation becomes respectable--Nations like individuals, acquire reputation with their neighbours, by displaying in their public conduct good faith and moderation; and as a collection of individuals, by the display of talents, and the exercise of virtue: Of this the more enlightened nations begin to be sensible, and open their eyes to the wisdom of putting on the semblance of equity and moderation. The encouragement of good morals, of justice, benevolence, and particularly affability and courtesy to strangers; and the advancement of whatever is solid in science, or great and ornamental in art, become essential parts of a sound and liberal policy.
