of 36 deg. 30 min. north latitude, and to be erected into a territorial form of government upon the same footing as the other Territories of the United States have been. Such a grant will induce persons to settle in the South and become permanent citizens. It will be a powerful inducement to the people to promote education and commerce, and to be fully prepared, when the federal population will allow of it, to be admitted into the great family of States now so prosperous.

With the fullest conviction that the admission of California into the Union under the present Constitution would be ruinous to the southern portion of the State, and in no small degree injurious to the whole American Union, we enter our solemn protest against said act of admission, and again pray to be erected into a Territory as before designated.

The foregoing sentiments we embody in the following resolutions, viz.:

Resolved, That the late Convention was called prematurely, and its acts contrary to the best interests of California and the Union at large.

Resolved, Closing the ports on the Pacific, except San Francisco, is injurious to the interests of Southern California, imposing upon her a disability of a serious nature in her commerce.

Resolved, That the diversity of interests between Northern and Southern California is such that they ought not to be united in the same political compact.

Resolved, That the extent of territory embraced in the Constitution is too enormously great for a single State, being more than 180,000 square miles, extending in length ten geographical degrees, viz.: from 32 deg. to 42 deg.

Resolved, That there is more than sufficient territory for two large States, and the parallel of 36 deg. 30 min. would be a proper line of division between the two.

Resolved, That a Territorial form of Government is best suited to the present state of society and resources in California.

Resolved, That we do hereby protest against the admission of the proposed State of California into the Federal Union, and ask to be erected into a Territory divided from the north by the before named line.

Resolved, That this meeting and these proceedings are the result of a firm conviction of the danger we are in, as before expressed, and not from any novelty or caprice on our part.
