DR. KEMPSTER'S SENSATION.
He is Said to be Preparing a Work That Will Startle the World.

Washington, D. C., Oct. 26.—Dr. Walter Kempster is furnishing foreign correspondents with some highly colored stories as to what the United States immigration commissioners have discovered abroad. He says that the report which will be made will be of such a startling character that the United States will be compelled to cut off all diplomatic connections with Russia. The Doctor's statements are taken with a good deal of allowance at the Treasury and State departments here. He fails to give any details of the extreme abuses he and his associates have unearthed, and confines himself to extreme adjectives which characterize his discovery. From the letters received at the treasury it is believed that Dr. Kempster has gone off on a tangent and is pursuing an inquiry which has no relation whatever to immigration to this country. He says the Czar is harassing the Germans of Russia as well as the Jews, and that he has secured proofs of many instances of harsh treatment by Russian officers of Germans residing in Russia. Dr. Kempster is himself a native-born German, and it was this fact that led to his selection by Secretary Foster. It appears to have made the Doctor believe that he was sent to Europe to look after German interests instead of those of the United States. The officials say here they have nothing to do with Russia's ill-treatment of German residents of that country. Dr. Kempster's efforts in that line are therefore thrown away, and his array of testimony will hardly bring about the severance of diplomatic relations between the United States and Russia which he predicts.
