PAYNE AND MAUREK ADDRESS ROTARIANS
Talk on High School and Fish and Game Department at. Luncheon Meeting

W. H. Payne, principal of Bismarck high school and Burnie Maurak, state game and fish commissioner, were the principal speakers at the luncheon meeting of the Bismarck Rotary club Wednesday.

Discussing the work of Bismarck high school, Payne said many people still have a mistaken idea that the important thing is what studies a boy takes in school, whereas the really important thing is the manner in which he does his work.

Stressing the value of home study Payne said the school authorities do not always get the proper cooperation from the parents.

Explaining the school's athletic policy, Payne said he feels it is justified by the development of the participants in the games but that scholarship comes first and if the two should ever clash he would be in favor of dropping athletics altogether.

Some children learn more easily than others, Payne said, and expressed his desire for a school system where' every individual would be forced to work up to the limit of his capabilities, regardless of whether he was bright or merely ordinary.

The present high school enrollment, he said. is 528 with 40 or 50 who have not yet appeared and enrolled. He expects the enrollment to settle down at about 525. This means that the building is crowded, he said, and urged the necessity of a new high school.. This is particularly important, he said. because the next development for Bismarck may be the establishment of a junior college such as many cities already have established.

Will Enforce Rules

The policy of the school, Payne said, is to make as few rules as possible but to enforce these rules rigidly. Only by teaching respect for law and order to students in their teens can the school properly fulfill its duty to society, he said.

Maurek expressed the opinion that the present organization of the state game and fish department is better than the three-man control because of the centralization of authority. the requirement that the game and fish commissioner give his full time to the work and the permanent location of the commissioner's office in the state capital. Because of the manner in which it was organized, some neglect of the department's business was inevitable under the old system, he said.

One of the difficulties, he said, is that the law limits him in the appointment of district deputy wardens. They may not be paid more than $100 a month nor employed more than four months in the year and must give all their time to the work. The result, he said, is that he finds it difficult to get the right men for these jobs.

Pleading for public support, Maurek said the re -organization of the department will be completed within a month. He promised that it will work on a basis satisfactory to sportsmen if it gets the public support which it must have to make it successful.
