PHILADELPHIA. April 5

We have received from various quarters tumultuous accounts of late indignities inflicted by the petty tyrants of the English navy upon our brave but defenceless seamen; they are attested by a cloud of witnesses, and though bid rouse to resentment even those who from motives best known to themselves have hitherto been disposed to kiss the rod, rather than join in manly and independent measures to obtain redress: what man who loves his country, who respects her right, and values her laws, will give way to the emotions of a virtuous indignation, when he reads the hateful story of our disgrace?
