The Fourth Installment.
Our readers will doubtless recollect, that at the first session of the late Congress, a law was passed deferring the deposits of the 4th Installment of the Surplus Revenue with the States, to the first of January last. It will also be remembered, that a bill was introduced at the last session to postpone indefinitely the remittance of said installment. But from the general state of confusion from the beginning to the end of the session the bill was not matured—and consequently the payment of said installment has arrived and remains to be remitted, 'out of any money in the Treasury not otherwise appropriated.' Hence the inquiry arises where is the money? The answer is at hand There is no money, -no surplus!-The Sub Treasurers have run away with it, or spent it in an endeavoring to sustain the administration and "the party!"
What a glorious administration this is! A few years since it was boasting that it had paid off the national debt and had so much money on hand it hardly knew what to do with it. Now the Treasury is millions in rear and can't even meet the necessary ordinary appropriations promptly. All hail Martin Van Buren! -
Six cheers for the "favorite son of New York!!"-Hurrah for "Economy and Reform!!"-Glory enough for one Administration!!
