Captain Young of the brig Spark, which arrived last evening from Vera Cruz, whence she sailed on the 18th instant, reports that the government forces had been, for some days, within half a mile of Vera Cruz, and that a cannonade had been conducted at intervals from the 15th to the 18th, by the leaguers. More assistance to the government troops had been sent for.
