FINLAND'S FREEDOM.

Claimed That Country Has Succeeded in Her Long Effort.

London, Nov. 6.—The second edition of the London Times of Saturday published the following dispatch from St. Petersburg:

Finland has won her freedom. A manifesto embodying all demands was presented by popular delegates to Prince John Obolensky, governor general, to be submitted to Secretary of State Linden for his imperial signature at Peterhof. The keystone of the new Finnish constitution is the responsibility, not of a monarch as heretofore, but of secretary of state and the diet. The presence of Russian warships off Helsingfors is intended to signify that although the Emperor grants constitutional freedom, he intends to prevent severance of the grand duchy from the empire.
