CHARGE GERMAN WHEAT PLOT

Expert of Department of Agriculture Says Grain and Mills Systematically Burned.

Philadelphia, Nov. 21.-A statement that wheat fields, grain warehouses and flour mills are being systematically burned by German agents, one at a time, when America and its allies are facing a perilous shortage of more than 50 per cent of the necessary supply, was made by Edwin S. Smith, United States department of agriculture, before the National Academy of Science at the University of Pennsylvania. Mr. Smith advocated drafting for harvest work all men not found acceptable for the army.
