Accounts from North-Carolina say:—A law has passed which enacts, that no more than one lawyer shall for the future speak for each party, in any Court of the State. By the same law the jurisdiction of Justices of the Peace, out of Court, has been extended to all suits not exceeding twenty pounds. The sum of 81,081l. 13s. 9d. is to be raised by a tax, for the present year, and to be appropriated as follows:

For the civil-list department 16,000l.
This State's quota of the principal and interest on the French and Dutch loans, to be paid in the year 1787, 46,401l. 12s.
Contingencies, including warrants and drafts unpaid, exclusive of due bills issued in 1786, 11,689l. 3s. 9d.
Commissions and insolvencies, 6,980l. 3s. 2d.
