Copenhagen, Nov. 7. Votes for women in Denmark is regarded as a certainty following the passage in the lower house of parliament Wednesday of the constitution amendment bill by an overwhelming majority. The same bill, which went through the lower house last year, was wrecked in the upper house because besides providing for general female enfranchisement it also embodied reform of the house of peers. Enemies of the measure tacked this on in a last desperate measure to defeat what was popularly demanded. But at the last general election the progressives were returned in increased numbers, and it is believed now that in these circumstances the peers will not persist in opposing full and complete suffrage for women.
