HANCOCK Further States His Position With Reference to Federal Educational Bill.
I would heartily and enthusiastically support the Sterling-Towner Educational Bill, or any other educational bill that assists in maintaining and bettering our schools PROVIDED,—That all the educational facilities encouraged by the provisions of that Bill, accepted by a state shall be organized, supervised, and administered exclusively by the legally constituted state and local educational authorities of said state, and that the Federal Secretary of Education shall exercise NO authority in relation thereto and this Bill shall not be construed to imply Federal control of Education within the states, nor to impair the freedom of the states in the segregation, conduct, and management of their respective school system.
In the event of the passage of this Bill containing these provisions and the creation of the Dept. of Education by the Federal Government, I believe it would be one secretaryship that could be favorably filled by a woman, for it is said "whosoever helps a child brings the Kingdom of God."
