BALTIMORE. Sept. 22.

The Editors of the Federal Gazette were this morning favored with the following article, which, considering the official channel thro' which it is derived, they view as highly authentic, and as putting the question of peace between England and France beyond all doubt :

By a letter from the American consul at Nantz, dated August 1st, it is stated, that the preliminaries of Peace between England and France had been signed, and as a consequence, that all neutral vessels were permitted to clear out for British ports.
