MAYOR SMOOT'S FIRST VETO.—From a conversation with Mayor Smoot this morning on the subject, the reporter of the GAZETTE inferred, (although the Mayor did not commit himself in any particular,) that it was his intention of vetoing the bill recently passed by the City Council granting the right of the W., O. & W. R. R. company to extend their tracks along Lee street, from Cameron to King. The Mayor expressed himself, as he has heretofore done, as being in favor of the proposed extension, but thinks there should be some restrictions imposed on the railroad company, and that there should also be a power of repeal clause in the bill. The bill, which was passed by the Board of Aldermen in October and by the Common Council on Tuesday night last, was placed in the Mayor's hands yesterday and he has three days in which he can either approve or veto it. He may do the former, but it is much more likely that he will adopt the latter course. Should the bill be returned the city laws require only a majority of the members of each board (or the same number required to pass the bill) to pass it over the veto. In the Board of Aldermen it received a unanimous vote and in the Common Council 10 to 4. The expected veto may be sustained, but a bill giving the railroad a right to extend the tracks will almost certainly be passed.
