Washington, December 9.
In the House, after an ineffectual effort to investigate the recent gold horror, the census was resumed.
In the Senate, nothing was done.
The Reconstruction Committee heard a dozen speakers regarding Virginia, and then adjourned to Saturday, when other arguers must do so in writing. The disability bill is now before the President and is the House bill No. 331.
In the House, Mr. Shanks introduced a bill to complete the reconstruction of Georgia. Mr. Van Trump presented joint resolutions of the Ohio Legislature, withdrawing ratification of the fifteenth amendment, which was referred to the Judiciary Committee.
Internal revenue receipts nearly $500,000. Customs receipts for week ending December 4 $2,250,000.
The President has nominated John S. Dillon for Circuit Judge of the Eighth Circuit. This closes the Circuit Judges.

In the Senate, Kellogg introduced a bill incorporating the Mississippi Valley Levee Company, according to the plan proposed by the Louisville Convention. The District Committee was directed to inquire as to the propriety of repealing the charter of the Medical Society, for rejecting negro doctors. Trumbull reported, with amendments from the Committee on the Judiciary, a bill relating to the appellate jurisdiction of the Supreme Court. The bill, as amended, declares that the judicial power of the United States gives no power to the courts to decide upon political questions, and that it rests with Congress to decide what Government is the established one in any State. It prohibits the Supreme Court from entertaining jurisdiction of any case growing out of the execution of the reconstruction Acts, until the governments of the late rebellious States are recognized by Congress as valid. It repeals all Acts authorizing appeals to the Supreme Court. In habeas corpus proceedings, the President is directed to hold and proceed with all prisoners held in said State by military authority, without regard to any civil proceedings or authority whatsoever.
