However, it is supposed that the usurper seriously fears a contest with Austria, and was apprehending that the first campaign against the Emperor of Germany be the signal for the formation of a more extensive confederation against Britain, but [offers] have not only been received but understood; [offers] been made to Prussia and offers of the most tempting kind have been met with coldness, but declined with a firmness by no means expected; and hence it has been supposed that Talleyrand has made overtures of a conditional nature, into which he fully entered, some secret engagement [providing] grounds for suspecting that the states [are] certainly not very favorable to the views. Discontents prevail in Spain, as well as in France. It is well known that great discontent does not appear to be so entirely [suppressed] in France, still more alarming to the Usurper. [Discontent in] Moreau, Switzerland and Holland. But [the discontent] is not taken by the French armies as Bonaparte seemed to suppose; they pity the fall and lament the disgrace of a general whose military talents they revere; and they certainly begin to be weary of their present state. These [are] reasons for reflection, if not for alarm, in this state of incertitude;---yet notwithstanding all this the Usurper has four hundred and eighty-four thousand troops, according to the last quarterly report, completely armed and ready to march, and he perhaps would be willing to risk a continental war, if he had commanders in whom he could confide, and who possessed the confidence of the troops in general; but, except Jourdan and Bernadotte, whose Jacobinical fanaticism is well known, almost all his principal generals are novi homines in the military annals of France, having at the utmost only headed divisions and brigades.
