St. Louis, Jan. 4. Charges have been preferred against Major Edward W. Baker, late government department quartermaster of this post, by Mr. Thos. Maxwell, of the firm of Maxwell Bros. The charges comprise favoritism in making purchases for the government, and habits of gross intemperance. Papers and affidavits supporting these charges have been sent to Gen. C. H. Tompkins, chief quartermaster of the military division of the Missouri, at Chicago, and an investigation is now pending. It is alleged that there is still more serious charges of making false vouchers, and that mules which were purchased for the government for $135, were charged on these vouchers at $154.
