It is understood that the President will not send back the British treaty. (as some have asserted) out of respect to the British government; that he will not however lay it before the Senate; and that he will instruct our commissioners to proceed in the negotiation, as if, in fact, no such treaty had ever been draughted.--The want of some adequate provision for the protection of our seamen, constitutes one objection to the treaty, in its present form.-But the principal one arises from the note of the British ministry, which accompanies it.
