Some figures on the Fiftieth Congressional vote of South Carolina, Georgia and Mississippi explain why the Democrats of those States are fighting so desperately against the Federal Election bill. In each of the seven Congressional districts of South Carolina the average vote was about 5,000. In each of the seven districts of Kansas the vote averaged almost 40,000. In each of the seven districts of Mississippi the vote averaged 7,000, while in each of the seven districts of New Jersey the vote averaged about 35,000. The average in the ten districts of Georgia is about 3,000 and that of the ten districts of Tennessee 23,000. The difference between the size of the votes in South Carolina, Georgia and Mississippi and that of the three States they are contrasted with represents about the size of the negro vote that is kept out of the ballot boxes by intimidation, or not counted after deposited. No wonder the Democrats of these States are rabid in their opposition to the bill. If it should pass there would be a full vote honestly counted of several times the size of the present with very different results from the present fraudulent returns.
