The attempt of Napoleon to establish a monarchy in Mexico bids fair to prove a failure. Maximilian himself is doubtful of the experiment, and after resorting to all kinds of subterfuges, he finally resolved to resign the position assigned to him in that unhappy country, and the last advices from Europe announce that the event of his resignation has already taken place. The difficulties he met with in organizing his authority in Mexico have been much greater than he anticipated, and at last he has found that even the Mexicans themselves, turbulent and revolutionary as they are, are unwilling to submit to the rule of a foreign dictator on their own soil. The fact is, the American continent was never designed to be cursed by a monarchical form of government, for it has evidently been preserved by Providence to elucidate the principles of free and republican institutions. Louis Napoleon, however, like all grasping and ambitious men in power in the Old World, attempted to take advantage of our domestic troubles to establish a Power in Mexico, and thus gain a foothold for himself which, under any other circumstances, he would not have been permitted to undertake. The application of the Monroe doctrine, which, heretofore, has been duly recognized on all hands, would have effectually barred his aspirations in this respect. The close of the war, and the project of colonizing a portion of Mexico by American adventurers, will give new incentives for Maximilian to abdicate and retire from the throne which has been given him, but which, under the best circumstances, could have only been but temporary. It is too late for monarchs to seek power on this continent.
