WASHINGTON
-(INS) - The Subversive Activities Control Board ruled that the International Workers Order, described as "the financial arm of the Communist party," is a Red front and must register with the Justice Department.
The far-reaching ruling, subject to court appeal, is the first Communist-front finding to be made by the quasi-judicial board.
If sustained by the courts, it means:
1. Officials of the IWO, which consists mainly of a fraternal insurance operation, must register with the Justice Department.
2. The organization must submit a financial accounting each year to the Attorney General.
3. Members, though not required to register, are barred from seeking or holding employment with the government, nor can they obtain passports.
4. If IWO members work in defense plants, they are required to list their affiliation with front groups and cease contributing to such organizations.
5. Failure to comply with these provisions subjects an individual to a maximum penalty of five years in prison and a $10,000 fine for each day of non-compliance.
The board ruled last year that the Communist party itself was a Communist-action group and therefore subject to registration. That decision is being appealed through the courts.
